We now have approximately 30 states where there are 40 different proposals on limiting greenhouse-gas emissions. That's when they can make the kind of investment that will get us where we need to be.

Motor vehicles are New York's fastest growing source of greenhouse gas emissions. The vehicles that will be affected by these new rules account for about 35 percent of global warming pollution in the state.
