The transfer of Slobodan Milosevic will now lend renewed energy to the task of arresting those fugitives who are still at liberty.

Of course, priority is the arrest of fugitives.

I still have six remaining fugitives at large. Since April 2004, no one has been transferred to The Hague.

My disappointment - my big disappointment - is because six fugitives are still at large, most probably in Serbia, and that includes, of course, Mladic,

Now more than ever I expect Serbia to finally arrest and transfer Ratko Mladic and Radovan Karadzic to The Hague as soon as possible. The death of Slobodan Milosevic makes it even more urgent for them to face justice.

This may seem as an unrealistic demand, but believe me it is not. It is primarily a thing of political will, and as we all know political will is influenced by pressure from the outside. If the EU launched [SAA] negotiations on 5 October and Mladic was still at large, this would severely compromise any chance of that arrest happening in the near future. It could even be a 'pass' to lack of punishment.
