The national assembly should draft the permanent constitution within a period ending by August 22.

Leaders of the political blocs reached an agreement on the constitution draft that guarantees the rights of all Iraqi people in the referendum.

I have asked the leaders to settle the issues fast and reach a compromise as it will permit the Iraqi parliament to complete the draft constitution in time.

These amendments open new horizons and give everyone the chance to participate in the political process and in the building of the second Iraqi republic.

In this respect, I have called before these attacks for halting these operations so that people will not believe the attacks are aimed at preventing them from participating in the referendum.
