If you ask people what they want to have that money spent on, it's potholes, if they're confident that the money is actually going to be used for fixing potholes,

I think Measure C has been a success story. I don't like everything that's happened, but basically, it's been a great tool.

What we can measure is how hard we are trying. Measures of effort may be a more useful indicator than estimated rates of species loss. For example, we can measure the number of new protected areas being established and ask if they have sufficient budgets.
