Does it have to go to a vote of the people?

I've been a thug since 1966, and this feels good. When people come up and you look into their faces and see all the sadness, and then they thank you like you are the one giving this stuff to them, it makes you tear up.

All human beings have an innate need to hear and tell stories and to have a story to live by. religion, whatever else it has done, has provided one of the main ways of meeting this abiding need.

The bottom line is we're still going to have people probably swim outside the designated area and do what they want to do in these public-type lakes, ... Short of having somebody there 24/7 with some real policing power, there's only so much we can do.

It sounds like they're going back to an old-fashioned model where they're calling upon people.
