It is designed to be fair to municipalities, both large and small, and I believe it will do that. Candidly, the thinking was not to provide a bonus to towns. The thinking was to provide a bonus to taxpayers.

I don't think it's fair to characterize this as a gimmick. This is paid for. This is not a gimmick.

I'll be using my charitable funds taking care of these individuals nobody disputes are in need. But will there be resources available in six months, not only for them, but the regular members of our community?
