I don't think it's fair to characterize this as a gimmick. This is paid for. This is not a gimmick.

It's not a gimmick, and it's different,

It is designed to be fair to municipalities, both large and small, and I believe it will do that. Candidly, the thinking was not to provide a bonus to towns. The thinking was to provide a bonus to taxpayers.

They need fair representation, not just minimal representation.

a face-saving way to stop something expensive and fruitless and not working, and get paid for it.

When you see someone as tall as me, you think it's just a gimmick. But my job is to get people out. I know that's how I think of it.
