There will be things to come up on weekends or at night, for the water/sewer department, that has to be bought in emergency situations. That will be excused. But only those situations are excusable. Otherwise a purchase order is required or the employee will have the amount of the item purchased, withheld from their paycheck.

We have made an exception, that in case of an emergency, the mayor may sign off on the purchase order.
