I finally located the owner. I've asked him to come into compliance, and to go ahead and have the animals checked by a veterinarian.

I'm glad it turned out the way it did. Everybody got help and the animals were put back with their owners. Every animal I saw was in good condition.

They're known for their propensity to bite unprovoked. There's no way of knowing before they attack.
