Governments must pledge to the fund now, before the next emergency occurs.

The United Nations Security Council has been silent on the war in northern Uganda for two decades. In that time over 25,000 children in northern Uganda have been abducted by the LRA and many forced into sexual slavery and made to become child soldiers.

The Security Council cannot plead ignorance to the tragedy taking place in northern Uganda yet they have not passed one single resolution. The Council must act now.

When the emergency occurs, ... it would be handed to folks most of whom have not been trained on the public health aspects.

We can only make recommendations. It's then up to the governments to decide what next to do.

Governments are failing to respond to an emergency appeal. They must put their hands in their pockets and pay their fair share.
