The City Council has agreed storm water is something we need to address. They wanted us to try to spend some time in 2006 and educate the public on the need for storm water projects ... and how we might be able to fund them.

Normally, there's too much water in the Arkansas River, too much velocity. If you're a fisherman, you're still seeing the difference today.

That water belongs to our rate-payers. Our bottom line is any use of our water has to include compensation.

It looks like we'll have something close to a normal water year. Close to historic average flows.
