You know, currently 700 offenders a month are put back into the streets in California with no risk assessment whatsoever, nothing, nada, no treatment. This will change that.

Even the best of states have serious flaws. The best solution is you take someone who has been identified as a sociopath (and) you lock him up forever because, by definition, they are predators. They will do it again.

Throughout our history, it's been very easy to be a sex offender in the United States of America; we have given them free rein to do as they please with our children. These bills together take a very comprehensive approach to this issue, and once and for all will make it finally very difficult to be a sex offender in the United States.

This year, we identified 66 ports that we view as the greatest risk, and only those were eligible to apply for the funds. Not all 66 were funded.

A crisis like this one shows that the risk is global.
