When you consider how big our district is, that's not very many incidents considering it's a whole year.

A lot of times parents will say, 'No way,' but the more they talk to the teacher ahead of the curriculum, the more they realize it's not what they thought it would be.

Obviously this was a big incident. It could have been an isolated incident. As more people got involved who were not West High students, it wound up being a little more than anticipated.

It's just timing. Timing is everything.

We believe very strongly in these children and we're not granting waivers without the data to back it up,
