What's behind the shoplifting or the offensive touching is some challenge in that child's life, and you're not going to get to that in a facility. It's in the home and community where we need to do the work.

We, traditionally, in the juvenile-justice system have been charged with keeping the public safe. There's a lot more to it than that. This department is about the business of rehabilitation, and that's what we're going to do.

They've got some very good programming. They've got kids who recently made the honor roll at school, for example. They've really been great.

That's not to say that I don't find anything offensive.
