We've eliminated all the overhead utilities and relocated gas lines out there. The whole area is fenced up and we're ready to go.

It's never the animal's choice to be in a fenced area without any food. The puzzling question is this: Why do people let it go so far if they know they are getting into a problem? I think people just get overwhelmed.
