We're trying to make it as easy as possible for the parents.

The child needs to be prepared because, psychologically, he has bonded with the family. To him, those are his parents. A child that age doesn't know the difference between foster and adopt.

We are just trying to be as safe as we can and assure parents that we are working with local officials to make sure it is safe.

They're more likely to complain to parents or insist the child leave if anything goes wrong, rather than trying to work it out.

We have parents who cannot wait that long obviously, so we?re trying to get a temporary building here as soon as possible.
