If the threat is not imminent, the protocol is not to evacuate. Obviously if there's immediate danger, you get them out.

Some of those kids did have difficulties, and there were one or two that police officers had to sit down. That, and they're wearing those flip-flops. Why would you think you could walk two or three miles on the street in flip-flops?
