We want to look at whether these functions such as financial management are core to the agencies' mission, or should they spend money to get data from a shared service provider. We really want people to look at this, and we will work with them as they move forward.

It is very clear that regional fishery management organizations have failed to properly conserve shark populations. This is a great disappointment for shark conservation.

Every 10 years the management levels change. In 1960, the management levels were at 60,000 horses and burros. In the mid-1980s, they pushed to get it down to 36,000. Now, 15 to 20 years later, it's 23,000 to 29,000. What that will do is put these horses in jeopardy.
