We think this is kind of a back door way to raise general revenues. It's sort of like paying for dinner and then having someone else eat it.

As you get closer to the deadline, it's easier to pick up votes. At that point, members can go home and say they didn't like the plan, but they had to vote for it to keep the schools from closing.
