I think that's entirely possible.

We believe this is a very significant turning point, ... and yet another indicator that the Iraqi regime is approaching its end.

It is entirely appropriate that the money go out just as quickly as possible to people whom we think need it, and to worthy contractors on a competitive basis. But in the rush to do it, there is real potential for waste and certainly for fraud as well.

I think the fact that he now has a stepmother who probably is very kind to him is a settling factor. She has a son of her own so knows how to handle him and that will have given him a certain grounding.
