All authority belongs to the people

Every great advance in natural knowledge has involved the absolute rejection of authority.

The authority was the perfect legal vehicle to do that. Legal in that it had the powers to enter into public/private partnerships. That is, I guess, a very popular, and probably very palatable way, of handling development in today's time.

Whenever there is authority, there is a natural inclination to disobedience

There are millions of kids who, naturally, if we could only remember how it is - you know, you resent authority, you are impatient for change, you want to fix things up.
