We have a reasonable idea of what people were singing and what instruments were being used (through time) and how music evolved.

Our main focus is to maintain visibility, to ensure that people are having a good time and feeling comfortable. If you're not there to have fun, we're going to deal with it with citation or arrests.

We're looking for people who have the inclination and the time to learn about horticulture from experts, then go out into the community to seek the resources they need to teach gardening and landscaping to school kids, youth organizations, civic groups, city beautification efforts, or anybody that calls into our office wanting gardening or landscaping advice.

I think there's been a steady change over time.
