We have 1.8 million Americans behind bars today at Local, State and Federal level. In the federal system, which has doubled in the last ten years, over 110,000 people behind bars in the Federal system, probably two-thirds are there for drug related reason.

During the '70s, a long list of state, local and federal regulations came into being that cumulatively relegated too many Californians to a lifetime of renting.

My message to the Americans, to the American President, is that I am coming from Poland, which is in good shape; it is much different than ten years ago when last state visit from Poland was here in the United States.

Our current system is inadequate for a catastrophe of this magnitude. This has simply overwhelmed local, state and federal systems. We need a new approach when we're confronted with a natural disaster or, I would say, a terrorist attack that has these kinds of consequences.

Now, having said that, 6% of our Nation regularly uses drugs, about 12 million people. They are seven out of ten employed. They're in the workplace. They're not under a bridge someplace. They're working for you and me. And they're terrible employees. They cause a third of all industrial accidents. They cause just a disproportionate amount of work absenteeism.
