We found out it was a traffic signal interconnect. It needed to be lowered by 18 inches in order for the crossing to be replaced.

These kinds of things happen any time you are building a large public works project like the Sprinter.

When you need to lower a track eight-tenths of a foot, you can't just do it at one location. You have to do it about 5,000 feet in either direction.
