We don't figure out how much we are losing in property taxes if a commercial property was being built instead of a tax-exempt church. It is part of a city doing business that some property will be tax-exempt.

We've consistently seen a pattern of reduced taxes. We're losing $100,000 to $150,000 a year now. It's not necessarily new. Everybody experiences an economic crunch. We hope the new CFO will help alleviate the problem.

If there was a home on every vacant lot, we wouldn't be able to service them all until at least 2009. We didn't expect 7,300 building permits and people coming in droves.

It seemed like an easy way to keep an unofficial count.

Because of that we cannot issue a building permit.

They're doing an internal investigation to determine whether this warrants any disciplinary action.
