To reduce alcohol consumption by pregnant women, there needs to be a government-society approach to the issue, rather than simply regarding it as a health problem.

There are some real needs of our citizens and it's not always alcohol and drugs, it's basic necessities. If we stop this, we are putting them in a very precarious situation.
