This is a message from the federal government about what they think about people who have been victimized by the hurricane. And it's a tragic message, but it's one that's being sent again, and again and again.

We went from a situation where homeowners received absolutely no notice, and where the city believed they weren't entitled to notice, to a situation where the city must provide at least seven days' notice.
