This practice is not only immoral. It posed a potential health risk to those who may be recipients of this illegally obtained tissue.

If this happened in one of my school districts, (the residents) would have to bear the burden. I can't support a bill that's unfair to other school districts. We continue to lose millions of dollars in state aid. It doesn't make a difference that it's a loan because it's a benefit.

This story is troubling not just for the families of the deceased who are now finding out that these actions were taken without their permission, but also for people who may have received this human tissue.

These and other potential health effects yield a classic risk-risk trade-off.
