This is more evidence of the dysfunctional nature of the Republican majority in the Senate. The leadership is right this time, but the question is will they be able to hold enough of the rank-and-file members to do the right thing.

In the bill that was introduced in the Senate, in the bill that I introduced along with some members, we preserve the tactical intelligence part of the equation, ... And so, I hope we can change their minds.
