This is fraud. It is a crude violation of an election promise.

It is fraudulent to promise people miracles without balancing it without eternal virtues and processes of production.

It couldn't go under the underpasses.

That speaks to motive. If you're truthfully concerned about fraud, why are you not addressing something that everybody knows has been used for fraud? It doesn't add up.
