This bill, and the process by which it passed, is a disgrace.

It is no disgrace to start all over. It is usually an opportunity.

We were working with the Railroad Commission to get it done rather than to get a bill passed in the legislature. I'm not fully in favor of everything they're doing.

This bill doesn't need a lot of consideration, ... The House has considered it and passed it by large margins in past years. We don't want to take a lot of time away from the (wider Republican) agenda.
