They are considered no different than married couples with regards to responsibility for children,

The bottom line is that the local government has the ultimate responsibility to its citizen's children.

We take our responsibility to protect children in our care very seriously. Throughout Children's, our hiring standards require extensive criminal background checks on all new employees and volunteers.

Having children is a big responsibility and I don't want to make a mess out of it. I don't want my son thinking that I care more for booze than I care for him. If you have children, you don't want to have drugs and drinks in the house. You know they might reach it. It's just not good.
