There's hardly any fundamental support underpinning the market. Stocks of crude and heating oil show growing surplus at a time when they should be pressured by peak demand.

I think all things are possible, especially in that time frame. Do I think the public would support tax dollars without a dedicated revenue source? No. The city certainly doesn't have the general fund.
