There is a lot of international pressure and urging for North Korea to return to the talks and to return there seriously.

It's only North Korea that claims current conditions are unfavorable

When they do return to the talks we want North Korea to be prepared to talk in a substantive and serious way about how to move forward on the proposal we have on the table. That's where our focus is.

We can give more rice if North Korea asks it in the talks,

We urge North Korea to come back to the talks as soon as possible without precondition so that we can move forward on the principles that we agreed to.

All of North Korea is a jail.
