There have been studies and reports issued for a number of years that have highlighted deficiencies, inadequate funding and incoherent program models. Not much has changed.

People with psychiatric disabilities can participate in their community. They can be valued citizens, but when we institutionalize them, we sort of give them permanent careers as mental patients.

There are a number of possibilities of what can happen. As you saw in the last remand, we simply issued a clarification that answered the questions that were posed by the U.S. Supreme Court. We just don't know at this point, it's going to depend on what events develop during the day.
