The whole enforcement of the ADA is through the courts. Somebody might not be in compliance for years, but if nobody brings a suit, then it may never come to light.

The key message is that we want to urge compliance, not issue fines. But, for those who don't want to work with us, there's always the possibility of fines.

Everyone agreed on the need to find the diplomatic means to get Iran back into compliance with its international obligations and they also agreed on the need for further discussions of how to do that in the UN Security Council.
