The real issue will be how the state will fund the improvements. That decision will be made long after Governor Owens leaves office.

No decision has been made yet. At this point, the group is more or less in a dormant stage.

The governor believes that private toll roads will be important to the state in the coming years, and it is critical that such options be available to the future.

He doesn't feel it is a constitutional crisis. It is a disagreement that he will work to resolve.

He will not be testifying in this case and that is his final decision.
