The problem when you defer planning is that things can get built in the wrong place in the wrong way that you don't really like. As far as the planning board is concerned, the level of services you're getting right now is not satisfactory.

We don't want anyone to think we went around anyone. We told you we went to legal counsel. Our issue is change is needed and needed quickly. We were looking for the best, most secure way and not to let it drag out for three to four years. There's a crisis out there and we need to move forward. Let's not keep debating the minutia.

As long as you don't get into naming of the person as town manager, it's OK to do it that way.
