That's a number that is just high enough that they make some money off the deal, but just low enough that you're not going to go out and fight it.

We don't build our products because we're like 'Oh we could make a lot of money doing that.

The problem is your capabilities deteriorate. The response would be much more efficient if the money was given on a more consistent basis, so you can have the training and expertise to be ready before things happen.

Nothing wrong with making money.
