That is not true. The same process that was used to fix these breaches (at 17th Street and London Avenue) was used to fix the breaches in the Inner Harbor Canal.

The 17th Street Canal is doing great, and we're moving very aggressively to the London Avenue breaches.

Under perfect conditions -- with no rain and all the pumps working -- you're talking at least 20 days in the areas that have 20 feet of water. And we know we don't have perfect conditions. It rains an hour nearly every afternoon.

I rode it to the gas station at Cedar [Street] and Grand River [Avenue], and they asked me not to come back with it. It scared somebody. Some people are just frightened of anything new.

The process now is long and cumbersome and is not encouraging to businesses.

Constellation could not let this process continue indefinitely.
