States are seriously trying to game this system.

The states aren't hiding the fact that they're gaming the system. When you do the math ... you see that far from this law being too burdensome and too onerous, there are all sorts of loopholes.

The growth model system is going to have to ensure that those students who are very far behind are going to make more than one year's progress in one year's schooling. We are not sure states are prepared to ask that of their teachers.
