State laws may need to be changed to allow prisoners from other states to come in.

We're looking for alternate populations to come in, whether it's federal, state or county prisoners. Other states are looking for bed space and need some place to house prisoners.

We didn't score on those chances, but I think we just have to keep getting the puck to the net and it will happen.
