Some nation states prohibit the police from collecting information on their own citizens. But they don't prohibit their own intelligence organizations from collecting information on their own citizens.

Terrorists don't advise the passengers on board that there's a bomb on board. They just blow it up.

What happens if a hacker in the U.K. breaks into a system in South Africa, or in the U.S.? ... Where did the crime happen? And who has jurisdiction? The police must cooperate across borders, and, frankly, the police are not very good at that.

All of that stuff about James Bond, that's Hollywood. You don't want anyone standing out in the intelligence business. You want someone nondescript. The ideal spy is 5-foot-6 and kind of dumpy.

There are two real targets for intelligence: the Islamic world and China. It's pretty clear that the types of people who are going to be high on their recruitment list are going to be Asian-looking, Asian-language- speaking Brits.

It's a recruitment pitch, it's a call to arms, it's telling the Muslim community to get more active.
