People are not going out golfing, so they're not paying their green fees, which is where the facility derives its revenue. It's a severe impact every day it rains.

Some folks wind up subsidizing other folks. Some people are very efficient users and wind up paying more than if they are individually charged. Those who are egregious users might end up paying less.
