Our whole purpose here is to create a dialogue. Health care is a mess, a real mess. And nobody seems to be doing anything about it.

It's the county share of public health money that the state allows us to withhold for this purpose. It won't mean any more money coming from the county. It will just be what's been held for us to use for local construction,
