Our location is where we need to be. We're close to the courts, we're close to the law firms. . . . It's on the light-rail line. There's a high concentration of lawyers in the Central Corridor.

We think the rule of law should govern here. If there's a dispute, then let's sit down and work it out. But to say, 'we're just going to steal it in the middle of the night,' is not right.

That's just not the appropriate venue for that, ... The appropriate venue for that is in front of Congress in the normal defense authorization and appropriations process. It's ironic that the Department of Defense is actually using a law established by Congress to keep Congress out of the process.
