Of the 200 notices of violations sent out since May 2005, only 20 have received citations. The rest complied.

The problem was some people knew the process. When they'd get the courtesy notice, they'd know they had more notices coming and more time. Now, I include a flier with the initial notice that states how the program works, the reasons it was started and that this would be the one and only warning.
