Not only does this attract a number of competitors and spectators to our state, but it allows Utahns to train and compete at national events as well,

I think it is protection for our officers. It keeps the inmates busy, keeps them engrossed in something, ... It's an amount well-spent in order to keep the peace in our corrections facility.
