North Dakota teachers have got the elementary degree; they've met all the standards. It shows in the performance of the students.

We have much different issues than the teachers. Just because the teachers go thus and so, it doesn't mean that's right for our members.

I think it would be a mistake to think teachers were bad teachers before accountability and now they're good. It's that before, we were making our own standards. Now, we've got a commonality.
