We have extensively studied the projects for the next phase. And we feel confident that we have chosen the ones that will best meet the needs of the city.

The provisions now taken reflect the anticipated costs to finish the projects.

The money appropriated has been used to fund projects as they're ready to go. The additional money we're seeking is for additional projects that are needed. It will be encumbered. There will not be anything lost.
